Tensions between EDF and the National Agency for the management of radioactive waste (Andra). Worried by the drift of the costs, the public electrician wants to play a bigger role in the project of storage facility deep supposed to welcome nuclear waste including its plants. According to Andra, it wishes in particular to be associated with the master of work to better control the cost of this project to at least EUR 15 billion.
Henri Proglio, the pattern of EDF, who visited Thursday on the proposed site, in the Meuse, took the opportunity to express its astonishment on the drift of the costs. He did know in a letter to the Ministry of the environment. The subject will be discussed today in the National Assembly by Sylvain Granger, Director of the division for fuel at EDF. This summer, Roussely report on the future of the nuclear sector had already wished that "Andra associated emergency EDF, Areva and the Commissioner of Atomic Energy (CEA) for optimized setting of the storage facility deep and its realization".

Andra includes the vigilance of the users of this future facility. EDF, which is advance in this sense, will have to finance the height of its production of nuclear waste site, that is 80, the rest being shared between Areva and CEA. "I want to be able choose my providers and exercise my responsibilities of contracting authority, is however concerned Marie-Claude Dupuis, CEO of Andra.". The Act on nuclear waste is clear: we must separate the responsibilities of each and other.
"A matter of security".
This is not by chance if the tension is mounting. Andra must encrypt the cost of the project. A working group was set up several months under the auspices of the Ministry of the environment. It should refresh current 2011 $ 15 billion estimated in 2005 on the basis of a scenario prepared in 2002. This amount is divided between the starts (40), the operation of the site on one hundred years (40) and taxes and duties (20).
But since 2005, the situation has changed. In 2006, the Parliament adopted the principle of reversibility, which should allow to retrieve stored wastes. Moreover, Andra plans to install a ramp down to 500 m deep... All factors that lead to increase the invoice. Some now estimate the cost of the project around 35 billion euros. For the time being, nothing is arrested and the final amount will depend on the selected characteristics. For example, should we dig the clay with a timely attack machine, as recommended by Andra, or with a TBM, as advocated by EDF The first method is certainly more slowly, thus more expensive, but it protects the clay, explains Marie-Claude Dupuis.
The Government wants to leave the Andra fulfill its mission. "It is first a matter of security and not a financial matter," assured a senior official. The industrial question. That should work: Andra or EDF The two players will not necessarily have the same priorities. "In the public debate, it will not be able to give the feeling to look for savings at any price, prevents François - Michel Gonnot, Chairman of the Board of Directors of the Andra." Security depends on the acceptability of the population.
But the subject is complex, recognizes a close of the record: EDF, Areva and CEA, are the customers of Andra, but manufacturers who can provide technical expertise, and producers of waste.
