Yesterday evening a final meeting was held at Matignon

Is that at the end of a long weekend of talks that parliamentarians and the Government have managed to find a solution to the crisis caused by the first contract hire (PBS). Bernard Accoyer and Rohan Josselin, Chairmen of the groups of the National Assembly and the Senate UMP, must submit, this morning, the President of the Republic Act proposal to replace the CPE by a battery of measures for young people most in difficulty, from already existing contracts. This summit meeting will also bring Dominique de Villepin, Nicolas Sarkozy as President of the UMP and Ministers Jean-Louis Borloo (social cohesion) and Gérard Larcher (work).

"Mixture of powers".

Pushed by its majority, the Prime Minister wishes to prove that he retains control of the situation. At the end of this meeting, it will hold a press at Matignon point to affirm its support for the decision of the negotiators. He will speak to 20 hours on TF1.

The output of crisis remains not less novel: proposal for an act which is officially the parliamentarians was drafted in large part to the employment Ministry, yesterday. In view of the issues, it is also subject to the head of State this morning, what constitutes a "surprising mixture of legislative and executive powers", according to a member of the opposition.

After several weeks of deadlock, the Elysee hopes to achieve an outcome in the shortest time limits: the proposed law, which takes less of a page and a half, should be presented Tuesday to the Conference of Presidents and registered in the agenda of the National Assembly for a vote at first reading in the week. Negotiations continued throughout the weekend to develop a device which is both accepted by the trade union organizations, consulted last week, and the various strands of the majority. Yesterday evening, a final meeting was held at Matignon. Negotiators themselves are then clearly pronounced "replacement" of the CPE by a "route of access to working life" for young people most in difficulty, based on existing contracts. "The device is aimed at young 150,000 most in difficulty", summarizes Jean-Louis Borloo that table, indicatively, about 50,000 courses qualifying (SEJE), 50,000 contracts of professionalization and 50,000 employment initiative contract (CIE).

Unless the head of State rejects the proposal to parliamentarians, article 8 of the law for equal opportunities will therefore subject to redrafting, without that made use of the symbolic terms "repeal" or "suspension". "The replacement is a de facto repeal," admits Jean-Louis Borloo entourage.

Fire the flexibility

For Dominique de Villepin, this issue sounds like a triple failure on new fall from popularity merits ( 12 points, according to a survey published today in "Release"). It definitely condemns the SCE, which he defended personally for almost three months. Further, it ruined his hopes to see the partially inspired by the PBS replacement device. Thursday, the Prime Minister still hoped that unions would recognize the "flexibility" as an essential element for tackling unemployment. However, insertion path that has been developed is part of a reinforced covering logic, in the wake of the social cohesion plan. Finally, Dominique de Villepin would have liked substitution device imposes no additional expenses like PBS. The opposite should happen, since the device will give rise to training programmes reinforced for those who have the most need. In 2006, EUR 2 billion have already been budgeted for the VICS, accompaniment in employment contracts, future contracts and contracts of employment support of young people in business (SEJE). Yesterday, negotiators did not, nor appear to want to impose on the social partners to negotiate on the insertion youth within statutory time limits (e.g. six months).

Unions and student organisations appear, on the other hand, as the big winners. At the weekend, they had expressed their readiness to accept any solution "the PBS of the Labour Code", particularly without the principle posted the repeal. Conservative, confederations have however decided to maintain the Inter-Trade Union meeting this afternoon. But surprise, it should be an opportunity to celebrate their victory, after several weeks of strong mobilization.
